Fairfield
Fairfield is the Solano County seat, but it won that distinction only after several political battles. The city was founded by Capt. R.H. Waterman. He came from Fairfield, Conn., for which he named the local city. Waterman acquired much of the land in 1850 in a transaction involving Archibald A. Ritchie. Ritchie purchased the old Suisun Rancho next to the Suisun Slough from Gen. Mariano Vallejo for $50,000. Ritchie sold one-third interest in the land to Waterman for $16,666. In 1856, Waterman established Fairfield and set out to make it the county seat. At the county seat convention in 1858, a war was on to take the title from Benicia. Waterman offered to deed the county about 16 acres if his town were selected. The matter was put on the ballot, and voters accepted Waterman's offer on Sept. 2, 1858. But, the battle didn't end there. In 1873, the city of Vallejo tried to seize the county seat, saying Fairfield was off the rail line that ran between Sacramento and Vallejo, and that Vallejo had become the more prosperous town. In November 1873, the matter went to the voters, who approved the move. But pressure was exerted on the governor and Legislature. As a result, the Legislature on March 28, 1874, designated Fairfield as Solano County's county seat. Police Department Police Chief Kenton Rainey heads the department, which includes 110 sworn police officers and about 64 non-sworn employees. The Police Department has four divisions: Patrol, Special Operations, Investigations and Administration. They also have a SWAT-like Special Activities and Felony Enforcement team, K-9 officers and Youth Services, Crime Prevention, Investigations, Traffic and Special Operations units. The Youth Services Unit provides school resource officers to the high schools and middle schools and operates a police-probation team to work with juvenile offenders. Additionally, two officers are assigned to investigate gang-related crimes The Quality Neighborhoods program is sponsored by the Special Operations Division. Quality Neighborhood focuses on working with landlords and tenants to improve the quality of life in medium- and high-density residential areas.
