Information on U.S. legislators' benefits other than base salary were unavailable, as were details of benefits for state legislators' staff members.

In addition to the following compensation, state legislators are paid interim per diem when they travel to meetings in other communities. The amount varies, depending on where in the state they go, but it is calculated using the federal government's General Services rates.

U.S. Sen. Barbara Boxer: $145,100 base salary.

State Sen. Wesley Chesbro: Compensation package of $85,160 includes $79,000 base salary and $6,160 Social Security/Medicare contributions. Also receive government car, gasoline card and $121 tax-free per diem each day the Legislature is in session. (Chesbro declined the 1999 pay raise and instead donates that $20,000 to the Wesley Chesbro Second Senate District Community Fund, part of the Humboldt Area Foundation, for scholarships and nonprofit activities in his district.)

City of Vacaville

With proof of other coverage, employees hired before June 1992 may cash out up to $5,964 of health premiums. Employees hired after July 1985 are not eligible for longevity.

Managers are eligible for an annual performance award for outstanding services. The one-time awards average $800 and are based on evaluation of performance.

There is no cash-out option for vacation days. Managers who have accrued at least 30 days of sick leave and use fewer than four days in any one year may cash out up to six days. Upon retirement, managers are eligible to receive 25 percent of unused sick leave.

City Manager John Thompson: Compensation package of $231,854 includes $152,467 base salary, $24,029 longevity pay, $10,954 performance-based pay, $16,996 deferred compensation, $13,986 cash in lieu of employee-retirement contribution, $6,129 retirement contribution, and up to $7,293 health and dental benefits. Also receives 25 days vacation and 12 days sick leave.

City Attorney Charles Lamoree: Compensation package of $197,916 includes $149,181 base salary, $9,258 performance-based pay, $14,366 deferred compensation, $11,821 cash in lieu of employee-retirement contribution, $5,997 retirement contribution, and up to $7,293 health and dental benefits. Also receives 25 days vacation and 12 days sick leave.

Fire Chief Frank Moore: Compensation package of $169,815 includes $116,400 base salary, $18,345 longevity pay, $8,471 performance-based pay, $1,469 deferred compensation, $14,718 cash in lieu of employee-retirement contribution, $2,320 retirement contribution, $800 uniform/education allowance, and up to $7,293 health and dental benefits. Vice Mayor Len Augustine: Compensation package of $9,000 includes $6,000 stipend, $1,800 mileage and $1,200 annual expenses.

City Council members Rob Wood, Pauline Clancy and Rischa Slade: Compensation packages of $8,100 includes $6,000 stipend, $1,200 mileage and $900 annual expenses.

City Clerk Kathy Dussault: Compensation package of $2,280 includes $600 stipend and $1,680 mileage.

City of Fairfield

Managers providing proof of coverage may receive $215 per month in lieu of medical benefits.

In addition to the following compensation packages, Fairfield managers are eligible for vacation and sick leave and some extra payments.

Vacation leave accrues at 10 days per year for up to three years of service, 15 days for four to 10 years, 20 days for 11 to 24 years, and 30 days for 25 or more years. The city manager and department heads accrue another 11.6 days per year. Department heads may convert vacation accrual to cash. Upon separation from city, employees are paid for any unused vacation leave.

Managers accrue 12 days of sick leave annually and can cash out 25 percent of unused sick leave accrued each year. Upon separation from city, employees are paid up to 60 percent for any unused sick leave, depending on years of service.

Managers providing proof of medical coverage may receive $195 a month in lieu of medical benefits.

Management does not receive longevity pay, education incentive pay, expense accounts, Christmas or management bonuses, fitness club membership, resume services or cell phone allowance. Payment of professional dues is budgeted independently, by department.

City Manager Kevin O'Rourke: Compensation package of $167,322 includes $140,699 base salary, $9,849 retirement contribution, $11,678 deferred compensation, $5,096 health/dental contribution, and city vehicle.

Police Chief Doug Milender: Compensation package of $156,203 includes $122,241 base salary, $11,002 retirement contribution, $14,168 deferred compensation, $3,000 auto allowance, $5,392 health/dental contribution and $400 uniform allowance.

Fire Chief Ronald Tougas: Compensation package of $154,330 includes $120,980 base salary, $10,888 retirement contribution, $14,022 deferred compensation, $3,000 auto allowance, $5,300 health/dental contribution, and $140 uniform allowance.
