Assistant Manager Suzanne Butterfield: Compensation package of $106,297 includes $96,158 base salary, $6,731 retirement contribution and $3,408 health benefits. Also receives 80 hours administrative leave, three weeks vacation, 12 days sick leave and use of vehicle for district business.

Director of Operations and Maintenance Michael Messina: Compensation package of $89,964 includes $81,057 base salary, $5,674 retirement contribution and $3,233 health benefits. Also receives 80 hours administrative leave, three weeks vacation and 12 days sick leave and use of vehicle for district business.

Board President Marion Maginnis and directors Robert Hansen, Robert Curry, Guido Colla, and Robert Bishop receive up to $600 per month in stipends.

Treasurer Stephen Carbonaro receives a yearly stipend of $4,800.

Solano County Water Agency

General Manager David B. Okita: Compensation package of $143,222 includes $111,555 base salary, $3,600 mileage, and a $28,067 cafeteria plan that includes health, dental, life and disability insurance, retirement and deferred compensation. Also receives 20 vacation days, 12 days sick leave, six days annual leave and two floating holidays.

Assistant General Manager Roland A. Sanford: Compensation package of $97,928 includes $83,538 base salary, $5,848 retirement contribution and $8,542 cafeteria plan that includes health, dental, life and disability insurance. Also receives 20 vacation days, 12 days sick leave and six days annual leave.

Vacaville-Elmira Cemetery District

Manager Michael Harden: Compensation package of $71,316 includes $62,400 base salary, $5,537 retirement contribution, $2,100 health benefit, $796 dental benefit, $155 vision benefit and $328 life insurance premium. Also receives 160 hours of annual vacation leaves and 96 hours annual sick leave.

Board Chairman John Vasquez and trustees Walter Weir, Kim Chandler, David Buchanan and H. Lee Tedder: Entitled to $50 per meeting, not to exceed $100 per month. They have never requested payment.

Fairfield-Suisun Sewer District

Vacation leave accrues at a rate of 10 days per year for up to three years of service; 15 days for four to 10 years; 20 days for more than 10 years. Employees receive additional personal leave days, depending on job classification.

The district covers health and dental benefits equal to the cost for Kaiser plus dental for a family of three or more. Employees are eligible to receive 50 percent of unused health and dental benefits. In addition, the general manager receives a supplemental health and education benefit equal to 16.82 percent of salary.

The district-paid retirement contributions do not include the PERS employer contribution.

General Manager/District Engineer Richard F. Luthy Jr.: Compensation package of $147,889 includes $130,618 base salary, $4,863 auto allowance, $8,490 retirement contribution and $3,918 deferred compensation.

Finance Manager Kathy O. Hopkins: Compensation package of $112,258 includes $102,989 base salary and $9,269 retirement contribution.

Senior Environmental Engineer Marcie Bodeaux: Compensation package of $112,258 includes $102,989 base salary and $9,269 retirement contribution.

Senior Environmental Scientist Larry Bahr: Compensation package of $112,258 includes $102,989 base salary and $9,269 retirement contribution.

Board members Jack Batson, John English, Karin MacMillan, Harry Price, Jane Day, Pete Sanchez, Michael Segala, James Spering, and Sharon Ventura: Members of the Suisun City and Fairfield city councils comprise the sewer district board. Effective Jan. 1, 2002, each will receive $100 per meeting, up to six meetings per month, as well as up to $4,400 per year for reimbursements of medical, dental or vision expenses not covered by other plans or insurance.

Cordelia Fire Protection District

Chief Lewis Broschard III: Compensation package of $8,400 includes $700 monthly stipend and vehicle for official use.

Solano County Mosquito Abatement District

Manager Dennis D. Beebe: Compensation package of $96,660 includes $84,000 base salary, $1,200 longevity, use of district vehicle, $5,880 retirement contribution and up to $5,580 health benefits. Also receives 25 days vacation and 96 hours sick leave.

Board Pesident Milton Wallace, Vice President Ronald Schock, Secretary Howard Lute, and Trustees Jim N. Whalen, Melvin Frohrib, Gary Risberg, Joe Anderson and Charles Tonnesen: Each receives a $600 stipend.

Silveyville Cemetery District

District Manager Mike Obelleiro: Compensation package of $54,882 includes $44,012 base salary, $1,020 longevity, $6,398 health benefits, $300 dental benefits and $3,152 retirement contribution. Also receives three weeks vacation and 12 days sick leave.

Board members Greg DuPratt, Jacqueline Andersen, John Reeb, James Bounds and Margarite Kittyle: Waive their $50 per meeting stipend.

Vacaville Fire Protection District

The district pays $2,800 to $7,280 per year for health insurance and $305 to $885 per year for dental insurance; the following compensation packages are based on the higher figures. Uniforms are replaced as needed; the average rate is one full uniform every two years. Employees may trade back up to 40 hours of unused sick leave for cash.

Fire Chief Howard Wood: Compensation package of $87,650 includes $74,145 base salary, $5,195 retirement contribution, $145 vision, $885 dental and $7,280 health insurance. Also receives 20 days vacation, 40 hours of which may be traded back for cash, 13 days sick leave and 10 compensation days.

Battalion Chief Gary Lemen: Compensation package of $66,045 includes $53,955 base salary, $3,780 retirement contribution, $145 vision, $885 dental and $7,280 health insurance. Also receives 20 days vacation and 13 days sick leave.

Battalion Chief Ed McCalmon: Compensation package of $60,780 includes $49,035 base salary, $3,435 retirement contribution, $145 vision, $885 dental and $7,280 health insurance. Also receives 15 days vacation, 13 days sick leave and 13 days compensation for holidays.

Suisun Resource Conservation District

Executive Director Steven C. Chappell: Compensation package of $64,810 includes $54,500 base salary, $4,170 Social Security contribution, $490 workers compensation and $5,650 health insurance. Also receives three weeks vacation and sick leave.

Board President Tim Egan and members Greg Palamountain, Tony Vaccarella, Rob Radoff and Arnold Lenk: No compensation.

Suisun Fire Protection District

Chief Terry Blanc: Compensation package of $60,591 includes $48,391 base salary, $8,800 health benefits and $3,400 Social Security contribution. (No contribution to the Public Employee Retirement System was required this year.) Also receives 15 days vacation, 12 days sick leave and five days administrative leave.

Board members Larry Holdener, Lynn Lippstreu, Vernon Butch Barrett, Duane Blake and Sam Caddle: No compensation, although the district pays for each to receive a subscription to the California State Fire Association's magazine, at a cost of $100 per year.

Montezuma Fire Protection District

Chief Bill Blacklock: Compensation package of $59,009 includes $53,025 base salary, $500 uniform allowance and $5,484 deferred compensation. Also receives 148 hours vacation (at a rate of $12 per hour) and 84 hours sick leave. The district pays 100 percent of the Social Security contribution. The chief is currently out on disability.

Interim Chief Stan Simi: Compensation package of $11,880 includes a $990 monthly stipend.

Assistant Chief Joe Rosewall: Compensation package of $9,720 includes an $810 monthly stipend.

Board members: No compensation.

Fairfield-Suisun Cemetery District

General Manager Ron Wear: Compensation package of $44,938 includes $42,430 base salary and $2,500 medical contribution. Also receives three weeks of vacation and one day per month of sick leave. Board members William Smith, Pete Lightfoot, Kirby Stevens, Larry Camigi, and Leon Rooker: Receive $50 stipend per meeting, up to a maximum of $100 per month.
