Solano Irrigation District

Some managers are provided with cell phones to use for district business. Employees are taxed for commute use of district vehicles. The district also pays dues for memberships required for licenses.

Secretary-Manager Robert Isaac: Compensation package of $119,339 includes $108,264 base salary, $7,578 retirement contribution and $3,497 health benefits. Also receives 80 hours administrative leave; four weeks vacation, of which up to 40 hours may be traded in for cash; 12 days sick leave, of which up to 25 percent may be traded for cash, as long as a balance of 100 hours is maintained; and use of a vehicle for district business.

Assistant Manager Suzanne Butterfield: Compensation package of $113,240 includes $102,024 base salary, $7,142 retirement contribution and $4,074 health benefits. Also receives 80 hours administrative leave, three weeks vacation, of which up to 40 hours may be traded in for cash; 12 days sick leave, of which up to 25 percent may be traded for cash, as long as a balance of 100 hours is maintained; and use of a vehicle for district business.

Director of Operations and Maintenance Michael Messina: Compensation package of $95,902 includes $86,008 base salary, $6,021 retirement contribution and $3,873 health benefits. Also receives 80 hours administrative leave, three weeks vacation, of which up to 40 hours may be traded in for cash; 12 days sick leave, of which up to 25 percent may be traded for cash, as long as a balance of 100 hours is maintained; and use of a vehicle for district business.

Board President Marion Maginnis and directors Robert Hansen, Robert Curry, Guido Colla and Robert Bishop: Receive $200 stipend for the first meeting of each month and $100 for each additional meeting, up to $600 per month.

Treasurer Stephen Carbonaro: Receives an annual stipend of $4,800.

Solano County Water Agency

General Manager David B. Okita: Compensation package of $151,526 includes $121,216 base salary and $30,310 cafeteria plan that includes health, dental, life and disability insurance, retirement and deferred compensation. Also receives 20 days vacation, 12 days sick leave, 6 days administrative leave and 2 floating holidays.

Assistant General Manager Roland A. Sanford: Compensation package of $102,921 includes $86,880 base salary, $7,271 retirement and $8,770 cafeteria plan that includes health, dental, life and disability insurance. Also receives 20 days vacation, 12 days sick leave and 6 days administrative leave.

Vacaville-Elmira Cemetery District

Manager Michael Harden: Compensation package of $74,778 includes $66,560 base salary, $6,766 retirement contribution, $465 life insurance premium, and $0 health, $834 dental and $153 vision benefits. Also receives 160 hours vacation and 96 hours sick leave.

Board Chairman John Vasquez and Trustees Walter Weir, Kim Chandler, David Buchanan and H. Lee Tedder: $50 per meeting stipend, although none of the trustees has ever requested payment.

Suisun-Fairfield Cemetery District

General Manager Ron Wear: Compensation package of $45,211 includes $42,430 base salary and $2,781 medical contributions. Also receives three weeks vacation and one day per month of sick leave.

Board members William Smith, Pete Lightfoot, Kirby Stevens and Leon Rooker: Receive $50 stipend per meeting, up to $100 per month.

Fairfield-Suisun Sewer District

In addition to the following compensation package, managers are entitled to vacation, which accrues at 10 days per year for up to three years of service, 15 days for four to 10 years, and 20 days for more than 10 years. Employees may also receive additional personal leave days, depending on their job classification.

The District covers health and dental benefits equal to the cost of dental plus Kaiser for a family of three or more, about $700 per month. Employees are eligible to receive 50 percent of unused health and dental benefits in cash.

General Manager/District Engineer Richard F. Luthy Jr.: Compensation package of $193,802 includes $137,149 base salary, $4,887 auto allowance, $8,915 employee portion of retirement, $7,269 employer portion of retirement, $4,114 deferred compensation, $23,068 supplemental health and education benefit and up to $8,400 in health and dental benefits.

Finance Manager Kathy O. Hopkins: Compensation package of $127,413 includes $104,123 base salary, $9,371 employee portion of retirement, $5,519 employer portion of retirement and up to $8,400 in health and dental benefits.

Senior Environmental Engineer Marcie Bodeaux: Compensation package of $127,413 includes $104,123 base salary, $9,371 employee portion of retirement, $5,519 employer portion of retirement and up to $8,400 in health and dental benefits.

Senior Environmental Scientist Larry Bahr: Compensation package of $127,413 includes $104,123 base salary, $9,371 employee portion of retirement, $5,519 employer portion of retirement and up to $8,400 in health and dental benefits.

Board members Jack Batson, Jane Day, John English, Marilyn Farley, Karin MacMillan, Harry Price, Pete Sanchez, Michael Segala, James Spering and Sharon Ventura: Compensation package of $11,600 includes up to $7,200 annual stipend ($100 per meeting, up to six meetings per month) and up to $4,400 reimbursement for health, dental or vision expenses not covered by other health plans or insurance. The 10-member board of directors is comprised of members of the Suisun City and Fairfield city councils.

Cordelia Fire Protection District

Chief Lewis Broschard III: Compensation package of $8,400 includes a $700 monthly stipend and a vehicle for official use.

Board Chairman Carl Hakenen, Vice Chairman Jeff Dittmer and trustees Bill Fell, Bob Dorsett and James Campi: No compensation.

Solano County Mosquito Abatement District

Manager Dennis D. Beebe: Compensation package of $96,660 includes $84,000 base salary, $1,200 longevity, use of district vehicle, $5,880 retirement contribution and up to $5,580 health benefits. Also receives 25 days vacation and 96 hours sick leave.

Board president Melvin Frohrib, Vice President Gary Risberg, Secretary Joe Anderson and trustees Jim N. Whalen, Milton Wallace, Ronald Schock, Howard Lute and Charles Tonnesen: Each receives a $600 stipend.

Greater Vallejo Recreation District

Assistant General Manager Doris Long: Compensation package of $87,387 includes $73,760 base salary, $5,373 retirement contribution, $7,392 health benefits, $125 membership fees and $737 lump sum payment. Also receives 15 days vacation, nine days executive leave and 12 days sick leave.

General Manager Tom Kruze: Compensation package of $84,874 includes $75,000 base salary, $5,250 retirement contribution, $3,941 health benefits and $683 membership fees. Also receives 15 days vacation, 10 days executive leave and 12 days sick leave.

Park Planner Hew Hesterman: Compensation package of $69,664 includes $57,660 base salary, $4,036 retirement contribution, $7,392 health benefits and $576 lump sum payment. Also receives 15 days vacation, nine days executive leave and 12 days sick leave.

Finance Manager Russ Taylor: Compensation package of $67,581 includes $59,074 base salary, $4,135 retirement contribution, $3,782 health benefits and $590 lump sum payment. Also receives 15 days vacation, nine days executive leave and 12 days sick leave.

Silveyville Cemetery District

Manager Mike Obelleiro: Compensation package of $60,554 includes $46,092 base salary, $1,020 longevity, $9,829 health benefits, $315 dental benefits and $3,298 retirement contribution. Also receives three weeks vacation and 12 days sick leave.

Board members Greg DuPratt, Jacqueline Andersen, John Reeb, James Bounds and Margarite Kittyle: Waive their $50 per meeting stipend.

Vacaville Fire Protection District

The district pays to replace uniforms as needed; the average rate is one full uniform every two years. Employees may trade up to 40 hours of unused sick leave for cash.

Fire Chief Howard Wood: Compensation package of $86,763 includes $77,695 base salary, $5,440 retirement contribution, $315 dental benefit, $145 vision benefit and $3,168 health benefit. Also receives 20 days vacation (of which up to 40 hours may be traded for cash), 13 days sick leave and 10 compensation days.

Battalion Chief Gary Lemen: Compensation package of $67,755 includes $56,544 base salary, $3,960 retirement contribution, $770 dental benefit, $145 vision benefit and $6,336 health benefit. Also receives 20 days vacation and 13 days sick leave.

Battalion Chief Ed McCalmon: Compensation package of $68,186 includes $55,221 base salary, $3,670 retirement contribution, $918 dental benefit, $145 vision benefit and $8,232 health benefit. Also receives 15 days vacation, 13 days sick leave and 13 holiday compensation days.

Trustees Larry Walters, Helen Martin, Mike Shubin, John Hogg and Pat Mylott: No compensation.

Suisun Resource Conservation District

Executive Director Steven C. Chappell: Compensation package of $74,400 includes $57,225 base salary, $4,400 Social Security contribution, $915 workers compensation contribution, $7,060 health insurance and $4,800 retirement contribution. Also receives 15 days vacation and sick leave.

Board President Tim Egan and directors Greg Palamountain, Tony Vaccarella, Rob Radoff and Arnold Lenk: No compensation.

Suisun Fire Protection District

Chief Terry Blanc: Compensation package of $66,275 includes $53,391 base salary, $8,800 health benefit and $4,084 Social Security contribution. Also receives 15 days vacation, 12 days sick leave and five days administrative leave.

Board members Larry Holdener, Lynn Lippstreu, Vernon Butch Barrett, Duane Blake and Sam Caddle: No stipends. Each receives a subscription to the California State Fire Association magazine, at a cost of $100 per year.

Montezuma Fire Protection District

Chief Stan Simi: Compensation package of $15,600 includes a $1,300 monthly stipend.

Assistant Chief Joe Rosewall: Compensation package of $15,600 includes a $1,300 monthly stipend.

Board Chairman Dexter Mayhood and trustees Bill Peterson, Michael Freeze, Page Baldwin and Harry Hanson: No compensation.
