City of Vacaville

Salary Survey
The city's employer contribution for Public Employees Retirement System is 8.2 percent of salary for public safety employees and 6.2 percent for non-safety employees.

The city pays the health, dental and vision premiums for employees, up to $9,417, and the following compensation packages are based on that figure. Employees hired before June 1992 may cash out up to $6,480 of the premium, with proof of other health coverage.

Employees hired after July 1985 are ineligible for longevity pay. The benefit was grandfathered in for those hired before that date at the following rate: 5 percent for 10 years service; 10.25 percent for 15 years; and 15.76 percent for 20 years.

Managers are eligible for performance awards for outstanding service. The awards average $800 and are based on an annual evaluation.

Vacation is accrued at the following rate: 10 days for managers and 15 days for department heads for the first five years of service; 15/20 days for six to 10 years; 16/21 days after 11 years; 17/22 days after 12 years; 18/23 year after 13 years; 19/24 days after 14 years; and 20/25 days after 15 years. The city manager and city attorney receive 25 days per year. There is no cash-out option.

Managers accrue 12 days of sick leave per year. Those who have accrued at least 30 days of sick leave and who use less than four in any one year may cash out up to six days once each year.

City Manager David Van Kirk: Compensation package of $207,252 includes $148,396 base salary, $15,211 longevity pay, $10,152 performance-based pay, $1,752 deferred compensation, $12,960 salary in lieu of employee retirement contribution; $9,201 retirement contribution (employer), $163 life insurance premium and up to $9,417 in health, vision and dental benefits. Salary Survey
Managers other than elected officials are eligible for vacation and sick leave as follows:

All managers can accrue 12 days of sick leave annually and can cash out up to 25 percent of unused sick leave accrued each year.

General managers accrue vacation leave at 10 days per year, up through three years of service; 15 days for years 4 through 10; 20 days for years 11 through 20; and 25 days beginning 21 years and over.

Executive Management and the city manager accrue vacation leave at 10 days per year, up through three years of service; 15 days for years 4 through 10; 20 days for years 11 through 24 years; and 30 days beginning in their 25th year. They also accrue another 11.6 days per year. Department heads may convert vacation accrual to cash.

To receive the maximum city contribution toward deferred compensation, an employee contribution is required.

Salary Survey
In addition to the following compensation, managers are entitled to 12 holidays, 12 days sick leave and vacation at the following rate: 10 days for the first five years of service; 15 days for years six through 10; 18 days for years 11 through 15; and 20 days after 16 years. They also receive 80 hours of executive leave, 32 hours of which can be cashed out once a year.

Managers providing proof of coverage may receive $473 a month ($5,676 a year) in lieu of medical benefits.

The city also provides up to $1,200 in deferred compensation matching funds.

Salary Survey
The following information is based on full-time employment. Employees who work less than full-time receive prorated amounts.

Managers receive the IRS-approved mileage (currently 36 cents per mile) for required travel in their personal vehicles. Meal allowance for required travel is $8 for breakfast, $11 for lunch and $18 for dinner.

The Superintendent/President's annual expense allowance is for travel and entertainment related to activities that promote the interests of the college.

Merit bonuses are not offered. Nor does the college offer Christmas bonuses, cell phone allowances, fitness club memberships or resume services.

There is no payment in lieu of taking vacation time; if a manager is refused vacation time, he or she is paid time and one-half for the amount of vacation refused. Managers are not eligible for vacation or sick leave payoff upon resignation.

SCC's retirement contribution is 10.42 percent for PERS and 8.25 percent for STRS.

A $1,500 per year district-paid tax-sheltered annuity is available to employees who do not enroll in the health plan.

Solano County

Salary Survey
Longevity is accrued at the following rate: 2.5 percent of salary at 10 years of service, 5 percent at 15 years, 7.5 percent at 20 years, 10 percent at 25 years, 12.5 percent at 30 years and 15 percent at 35 years. Employment or service in public agencies other than Solano County may count toward longevity.

The county contributes $640 per month toward a cafeteria plan for health insurance, $500 per month if the employee waives health insurance.

The county pays the full premium for dental care. There are two plans and the maximum monthly contribution is $79.86; the following numbers are based on that figure.

The county pays into both Social Security and the Public Employees Retirement System. The FICA rate is 7.65 percent, with a maximum contribution of $6,656.

The county's employer rate for PERS ranges from 7.062 percent to 10.95 percent this year. The county also pays at least three-quarters and in some cases all of the required 8 percent employee match.
