Solano Community College

The following information is based on full-time employment. Employees who work less than full time receive prorated amounts. Amounts have also been prorated for new employees.

Managers receive the IRS-approved mileage (currently 48.5 cents per mile) for required travel in their personal vehicles. Meal allowance for required travel is $8 for breakfast, $11 for lunch and $18 for dinner.

The Superintendent/President's annual expense allowance is for travel and entertainment related to activities that promote the interests of the college.

Merit bonuses are not offered. Nor does the college offer Christmas bonuses, cell phone allowances, fitness club memberships or resume services.

There is no payment in lieu of taking vacation time. If a manager is refused vacation time, he or she is paid time and one-half for the amount of vacation refused. Managers are eligible for vacation payoff upon resignation. However, sick leave is not paid off upon resignation.

SCC's retirement contribution is 9.116 percent for PERS and 8.25 percent for STRS.

A $1,500 per year district-paid tax-sheltered annuity is available to employees who do not enroll in the health plan.

The district pays up to $1,326 for dental benefits, $25 for a $10,000 life insurance policy, $24 for the employee assistance program, up to $299 for vision benefits and $48 for a $25,000 management life insurance policy.

Managers have a choice of medical coverage: Kaiser, HealthNet-HMO or Healthnet-POS. Yearly premiums range from $ 4,680 to $ 19,557. The following compensation packages are figured on the highest premium:

Solano County Office of Education

Certificated employees receive no vacation. Principals work 210 days per year. The associate superintendent and assistant superintendents receive 25 days annual leave. Certificated administrators receive 11 or 12 sick leave days per year, depending on the number of days they work.

The Office of Education pays administrators' annual membership dues for up to two professional organizations directly related to their position.

Classified managers receive 22 days annual vacation.

All employees are reimbursed for actual business-related mileage at the current IRS rate of 48.5 center per mile.

Longevity is accrued at the following rate: 2.5 percent of salary at 10 years of service, 5 percent at 15 years, 7.5 percent at 20 years, 10 percent at 25 years, 12.5 percent at 30 years and 15 percent at 35 years. Employment or service in public agencies other than Solano County may count toward longevity.

Vacation time is based on years of service and accrues at a rate of 6.16 hours per pay period, with a maximum of 440 hours. Per contract, the county administrator accrues 9.3 hours per pay period, with a maximum of 800 hours.

Sick leave accrues at a rate of eight hours per month.

Administrative leave cannot be carried over; the county pays any unused balance at the end of the fiscal year.

The county contributes $738 per month toward a cafeteria plan for health insurance, $500 per month if the employee waives health insurance. The maximum cashback for employee-only coverage is $335.

The county pays the full premium for dental care. There are two plans and the maximum monthly contribution is $82; the following numbers are based on that figure. The county pays the full vision insurance premium.

The county pays into both Social Security and the Public Employees Retirement System. The FICA rate is 7.65 percent, with a maximum contribution of $6,885. The county's employer rate for PERS is 14.839 percent for public safety employees and 13.584 percent for all others. The county also pays at least three-quarters and in some cases all of the required employee match. The following retirement figures do not reflect the cost of paying off $95.5 million in bonds the county issued to prepay retirement costs in 2004.
