U.S. Vice President Dick Cheney: Compensation package of $222,200 includes $212,100 base pay plus $10,000 taxable expense allowance.

U.S. Sens. Barbara Boxer and Dianne Feinstein and Rep. George Miller, Dan Lungren and Ellen Tauscher: $165,200 base salary.

State of California

Gov. Arnold Schwarzenneger (declines pay): $175,000 salary.

State Sens. Wesley Chesbro and Mike Machado and Assemblywomen Lois Wolk and Noreen Evans: $110,880 base pay plus $162 per diem each day the Legislature is in session. Assemblywoman Wolk has consistently declined to accept the per diem.

Note: On Dec. 4, a 2 percent raise took effect for legislators, boosting salaries to $113,098. At the same time, the governor received an 18 percent raise, to $206,500. Those figures will be reflected in next year's survey.

City of Vacaville

The following compensation packages are based on figures from Oct. 31. The base pay for City Council members' was increased to $829 month ($9,948 per year) as of Dec. 1. The raise will be reflected in next year's survey.

In addition to the following compensation packages, managers are eligible for an annual performance award for outstanding service. The awards average $800, based on evaluation of performance. This is a one-time payment. Department heads are evaluated annually and performance pay up to 5 percent is determined by the City Manager.

The city of Vacaville's required retirement contribution for non-public safety employees, is currently 17.341 percent. Its contribution for public safety (police and fire) employees is 22.091 percent.

The city pays the annual health, dental, and vision premium for employees up to $13,526. The following compensation packages are based on that maximum.

Employees hired after July 1985 are not eligible for longevity pay.

Vacation is accrued at the following rate: 10 days for managers and 15 days for department heads for the first five years of service; 15/20 days for six to 10 years; 16/21 days after 11 years; 17/22 days after 12 years; 18/23 year after 13 years; 19/24 days after 14 years; and 20/25 days after 15 years. The city manager and city attorney receive 25 days per year. There is no cash-out option.

Managers accrue 12 days of sick leave per year. Those who have accrued at least 30 days of sick leave and who use less than four in any one year may cash out up to six days once each year. There is an option to cash out unused sick leave upon retirement.

Managers other than elected officials are eligible for vacation and sick leave as follows: All managers receive 12 days of sick leave annually and can cash out 25 percent of unused sick leave accrued each year.

General managers accrue vacation leave at 10 days per year, up through three years of service; 15 days for four through 10 years; 20 days for 11 through 19 years; and 25 days beginning in year 21.

Executive managers and the city manager accrue vacation leave at 10 days per year, up through three years of service; 15 days for four through 10 years; 20 days for 11 through 24 years, and 30 days beginning in year 25. They also accrue another 11.6 leave days per year. Department heads may convert vacation accrual to cash.

Managers also are allowed to contribute to a cafeteria plan that covers IRS-approved medical and/or dependent care expenses.

Meals related to training, meetings and/or conferences are reimbursed at actual cost. Mileage is reimbursed at the actual miles traveled, times the federal mileage rate. Employees who receive auto allowance are not reimbursed for mileage.

The city does not offer longevity pay or management incentives.

When vision care is not covered by the health insurer, the city will reimburse an employee up to $300 per year for vision expenses.

The following information is based on full-time employment. Employees who work less than full-time receive prorated amounts. Amounts have also been prorated for new employees.

Managers receive the IRS-approved mileage (currently 44.5 cents per mile) for required travel in their personal vehicles. Meal allowance for required travel is $8 for breakfast, $11 for lunch and $18 for dinner.

The Superintendent/President's annual expense allowance is for travel and entertainment related to activities that promote the interests of the college.

Merit bonuses are not offered. Nor does the college offer Christmas bonuses, cell phone allowances, fitness club memberships or resume services.

There is no payment in lieu of taking vacation time. If a manager is refused vacation time, he or she is paid time and one-half for the amount of vacation refused. Managers are eligible for vacation payoff upon resignation. However, sick leave is not paid off upon resignation.

SCC's retirement contribution is 9.124 percent for PERS and 8.25 percent for STRS.

A $1,500 per year district-paid tax-sheltered annuity is available to employees who do not enroll in the health plan.

The district pays up to $1,326 for dental benefits, $25 for a $10,000 life insurance policy, $24 for the employee assistance program, up to $311 for vision benefits and $48 for a $25,000 management life insurance policy.
